
William “Billy” Victor Mincey Jr. A.K.A. “Billy” was born on May 19th, 1968-Dec 10, 2024 to the late Dorothy and William Mincey Sr. He is preceded in death by his brother James O. Sallen and sister Deborah Coston.
Billy was born in Savannah, Georgia, but grew up in Richmond Hill. Billy received his education from the Bryan County School System. He loved fishing, making people laugh, and having a fun time. He always looked forward to being with family and friends on his birthday at Kings Fairy Park, each year. Billy loved to work, and he was employed by Kenny Jones, Joey Websters, Trell Devillars, and a slew of side jobs. Let us just say,” He was a jack of all trades.” He loved his family and friends, who called him, “Wild Bill,” sometimes. He also loved music, food, cooking, being on the grill and traveling. He was the life of the party.
He leaves behind his heartstrings, who simply know him as “Dad!” William V. Mincey III, Lebrea V. Mincey, Jaquan M. Mincey, Jazzlyn S. Javis, and Mychael G. Javis. (11) Grandchildren: Dyland, Markus, Anniston, Zaylynn, Aleyah, Gabby, Meadow, Zoey, Khy’rie, Celseigh, Cinsley Mincey. (1) Stepson Derrick Lee. (3) uncles: Walter Sallen, Johnny Rentford, and Andrew Sallen. (2) Aunts: Hellen Sallen, Sarah Houston. (2) Nieces, (1) Nephew. (7) great-nieces and great-nephews. A special friend: Sonia Hamilton and children. A host of cousins, relatives, and friends.

William was a student in my class at RH when I was a teacher there. He had the biggest heart when it came to helping other students. When he would get in trouble that Smile would make me say go and sit down.

I only knew “Billy “ for a short period of time and it was like meeting a friend I’ve always had from day 1. He gave unconditional love and friendship and as I observed, I noticed that’s just how he was with everyone around him. A trait that many of us don’t have. “Really Billy”, was the only person I have met in Georgia with a similar sense of humor. I appreciate and will remember him for the rest of my life.
